AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democratic processes just eight days before the country’s general election.
Testing Reveals Repeated Partiality in AI Suggestions
The four chatbots evaluated by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a report published ahead of the 29 October election.
For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the positions of these parties, the report indicated.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she emphasized.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”
Voting Background and Party Dynamics
The Dutch head to the polls on 29 October in an electoral contest that will be closely watched around Europe for the performance of the Freedom party.
The far-right party of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.
All major parties have ruled out an alliance with the PVV, meaning the party that comes second is most likely to supply the future head of government.
Unintentional Bias Linked to AI Operation
The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
